№597-р - Temporary rules issued from Russian Government after COVID-19 emergency

On March 12, 2020, the Russian Government issued Direction №597-р stating that, for national security reasons, the following rules will be temporarily applied as of 00:00 (Moscow time) 13 March 2020

Russian border cannot be crossed:
- by Italian citizens entering Russia for studies, work, private purposes, tourism and transit (independently of the country they are travelling from);
- by foreign citizens, stateless persons, arriving from Italy to Russia for studies, work, private purposes, tourism and transit (excluding citizens of EAEU, aircraft crews, official delegations and holders of Russian residence permits).

Moreover, transit passengers - foreign citizens and stateless persons flying from Italy via Russian territory will not be accepted by Russian aviation (within 24 hours).

The Russian Ministry of Internal Affairs will also stop:
- receipt of documents, issuance of invitations to Russia for private reasons, studies and work to Italian citizens;
- issuance of permission to hire as well as work permits to Italian citizens, staying outside of Russia;
- receipt of documents, issuance of invitations to Russia to foreign citizens and stateless persons, staying or living in Italy, for private reasons, studies and work, including permissions to hire and work permits;
- receipt of documents and issuance of work, private, study, tourist and transit visas to Italian citizens at Russian embassies and consulates;
- receipt of documents and issuance of work, private, study and tourist visas to foreign citizens and stateless persons staying or living in Italy - at Russian Embassy and consulates in Italy;
- receipt of documents and issuance of transit visas to foreign citizens and stateless persons, staying or living in Italy;
- issuance of electronic visas to Italian citizens.

Conditions above shall be deemed special, exceptional and temporary.
